CLAY COUNTY, MO IS SEEKING AN EXPERIENCED AND STRATEGIC
Clay County, a diverse and growing region located in the northeast quadrant of the greater Kansas City metropolitan area, is seeking a strategic and visionary leader with experience managing a growing local government to become its next County Administrator. At 409 square miles, Clay County has recently surpassed 250,000 in population, and is ranked as the 5th largest county in Missouri. Clay County employs approximately 515 full-time personnel that are supported by a FY 2020-21 Combined Funds Budget of over $94 million.
The County Administrator reports directly to the County Commission and serves as the County’s Chief Administrative Officer. In 2020, the residents of Clay County resoundingly approved a new County Constitution that became effective on January 1, 2021 for the purpose of streamlining and improving the County’s operations and governance structure. The County Commission will be expanding from three (3) to seven (7) commissioners on January 1, 2023, with one of the seven elected by the public at-large as the Presiding Commissioner.
The successful County Administrator candidate must be able to establish a culture of continuous improvement, possess a record of employee and organizational development, and have experience in managing issues unique to a growing local government and community. The selected candidate will also need to establish relationships with internal and external stakeholders to help advance the County’s vision and mission. The Administrator implements all policies and ordinances approved by the Clay County Board of Commissioners and is responsible for overseeing all non-elected County department directors and establishing a framework for managing County operations.
A Bachelor’s degree in public administration, business administration or a related field is desired, as well as a minimum of 5-10 years of increasing responsibility at the management level, with at least 5 years in an organization of comparable size or complexity. A Master’s degree in Public Administration or a related field is highly desirable, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities necessary to be successful in the position. The selected candidate must possess a valid driver’s license and reside in Clay County within six months of appointment.
